I ask all colleagues to make their comments and suggestions on the Board of
Governors work.
1. Possible and necessary changes.
Dear colleagues!
The report of Board of governors Chairman is called «Time for a change.»
What kind of changes are we talking about? Our club for over twenty years, over
the years golf was actively developing in Russia only during the last decade in
the Moscow region appeared 15 new golf courses.
Golf became an Olympic sport that better reflected in the attitude towards
this, without exaggeration, a great game in our country.
In recent years, there is a tendency to increase the number of golf in our
club, annually about 60 club and corporate tournaments.
Each year we set new records, this year in the Championship club participated
180 people, and the cut was – 97.
For this reason, significantly increased the traffic on the course, on weekends
and holidays the course struggles to cope with the players wanting to play,
which confirms the good work of head green keeper Oleg Zazulin.
Actively working children's golf section that increases its popularity with
each passing year.
Each of us felt that to book tee time , it is becoming harder and harder for a
player at a convenient time.
The Golf Course of Affiliate of GlavUpDK «Moscow Country Club» (the official
name of our course) is standard, it is an 18 hole course.
A preliminary study of the issue has allowed us to conclude that, to maintain
the leading position of the club and maintain its status is necessary to build
another 9 or 18 holes, so, our club will have no analogues in the Russian
Federation in terms of gaming space.
Analysis of international experience of construction and renovation of golf
courses shows that this step really bring the oldest and the only one in the
country diplomatic golf club to the leaders, will provide growing multinational
golfers community.
In this situation, as a result of Board of Governors discussion it was decided
to apply to the Minister of Foreign Affairs of the Russian Federation Sergey
Lavrov with a request to expand the gaming club space.
At the end of July of this year, the letter was sent to the Minister of Foreign
Affairs of the Russian Federation in which we have substantiated the need for
expansion of golf – field.
It should be emphasized that at the same time Chairman of the Board of the Club
the letter was signed by the President of the Olympic Committee of Russia Mr.
Alexander Zhukov, who supported our initiative.
A special thanks to His Excellency the Ambassador of India to Russia, Mr.
Pankat Saran and Consul General of the Embassy of the Republic of Korea, Mr. Lee
Woo Sung, who also put their signatures on our appeal.
Nowadays, it is underway on the detailed study of the situation, prepare
proposals for the realization project to build another «nine» or second grade
golf course.
Today, I can say only one thing, a serious step forward is made, if it would
be successful result it will enable our club to be a leader, and we enjoy its
new features.
It is obvious that there is a time to change the golf – restaurants and
halfway house work.
For several years, we are talking about it.
This issue in the current year, as well as the previous one, was dedicated in
the two meetings of the Board l of the club, but there are no results.
Moreover a growing number of members who are not very satisfied with the
operation of these facilities.
What is the issue? Why can we not organize the restaurant’s work? The answer
is simple.
Food Purchase and beverages for these items are carried out in accordance with
the Federal Law number 44 of 05.04.13g. «About contract system in the
procurement of goods, works and services for state and municipal needs», which
provides for the acquisition of all on a competitive basis, and this process
takes at least a month, everything slow, clunky, expensive, but according to the
law.
That is why during the summer in a restaurant we have not seen a decent menu of
fresh fruits, berries, normal selection of wines and beverages.
A certain negative role played by the human factor.
This year we have held talks with the head of «Moscow Country Club» Paul
Tamoyan for the possibility of putting a golf – restaurants and halfway house
for rent, which would bypass the the Low FZ-44 significantly reduced the price,
and would simplify the organization supply these objects.
Currently, we expect from employees MCC calculating the cost of annual rent for
the organization of the selection of worthy candidates Golf tenant –
restaurant.
Summing up the first section of the report, I want to say that there is a
Russian words : «God forbid you live in interesting times», but to stop the
development process is not possible, and do not need someone who does not want
or can not, sooner or later, It will be on the sidelines of history.
It is also important that after the results of work we did not have after the
words «time for change» put another question mark.
2. Administrative and financial matters.
In the reporting period of the Board of the Club, in cooperation with the
management of MCC determines the organization of the current activities of the
club.
Almost every meeting of the Council was held in the presence of the direct
participation of the MCC staff responsible for a particular area of work.
This year we had to work in an environment where MCC management changed.
However, this does not only prevent, but even contributed to the sustainable
club’s functioning .
We believe that the Club Council found common ground with the new ( «old»)MCC
Director -Paul Tamoyan.
Traditionally, the initiative and persistence helped us golf club director
Konstantin Gribkov and its reliable team.
This year were retained our agreement of finance club’ sports activities.
At the level of the previous year remained the size of the annual membership
fee, which allowed, as in the past year, increase the number of actively playing
Club members.
It should be noted that in January – March 2016 was first introduced
differentiated system of payment of membership fees, the one who was paying
before, paid less than 10%, so that by the end of February, membership fees were
collected at 50%.
It is planned that this year's membership fees will remain at the same level,
but will be higher on 5–7% because of inflation.
It should be emphasized that this year's budget for sports activities club
adversely affected level of prices for purchased beverages, including wine.
Under the existing agreement in the tournaments we pay for drinks in the amount
of 50% of their value in golf – restaurant.
But if you buy drinks for the price 3 times higher than their retail price, it
is essentially an effort on the budget of the club.
I think that only the transfer of Golf – Restaurant for rent can remove
these negative aspects, which are repeated from year to year.
Lack of adequate funding in the spring of this year, did not allow us to
fulfill our promises to install a sauna in the women's locker room of the club.
This question is bound to be resolved before the next playing season.
3. Sports club life.
As noted in the report from the last year, the club's sporting life is made up
of a set of measures:

For the first time the club team took part in club teams League Series
tournaments and won the third place there;
In this regard, I want to say thanks to Golf Club team, whose work allows us
to achieve new results:

Traditionally, at the top our golf professional- Neil Sweeney.
Overall this season the Bag storage and distribution of golf – equipment
fulfill their duties and service.
Moreover, Sheleg Alexey and Dmitry Yan provided to golfers practical assistance
in the repair and maintenance of golf clubs, bags and trolleys.
Note that all scheduled tournaments year period of the game have been carried
out at the club.
However, a significant breakthrough in the organization of club life in the
winter and spring did not happen.
Successfully held traditional winter golf tournament, more than that, the
tournament was attended by President of the Olympic Committee of Russia Mr.
Alexander Zhukov
However, two of the planned exit tournaments in the autumn and spring, we held
only one, and he was not marked by a particular weight.
In this regard, referring to the opinion of the members of the club, please
suggest what should be done to the organization of work in the offseason.
Separately, it requires consideration of the question of the speed of play on
the course.
Despite the best efforts of the Board, employees of the club 2–3 tournaments
beyond the permissible scope of 4 hours 30 minutes.
The Rules and regulations Committee and handicaps as part of Jan Effering and
Alexei Sidorov conducted individual work with players who have traditionally
played slowly, but with little success.
I suggest next year publish a «snail» names on the club's website, this may
be quite a tough measure, will help us to increase the speed of the game.
4. Organization of services marshals and caddies.
Significant role in the sporting life of the club was in the composition of the
disciplinary committee with Konstantin Sokol and Vidzhayavargiya Rohit, who has
worked closely with the marshal's service.
It should be noted that the operation of marshals quality depends largely on
the organization of the tournament, the speed of the game, players comfort.
I can say that marshal service of our club, without exaggeration, one of the
best in the country.
It is evident that the team consisting of: Rinat Niftyahetdinova, Rashid
Safiulina, Alexander Thyssen and Dmitry Rybachkova, works quite professionally
and competently.
I would like to wish them a greater persistence in the work, to make a
legitimate claim to the marshal were all equal, and novice and the player with
20 years of experience.
For many years under the direction of Valery Chalov club caddies service is
running.
In general, the composition of more than one year caddies of the club provided
players need for their services, but the preparation of caddies at the beginning
of the season requires a lot of effort, I think that the preparation of caddies
should start a little earlier than it is now, to use the experience of those
guys who work at the club.
